Abstract

The purpose of this study is to test and analyze: 1. The effect of capital expenditure allocation in the local budget on economic growth; 2. The effect of capital expenditure allocation in the local budget on labor absorption; 3. The effect of capital expenditure allocation in the local budget on social welfare; 4. The effect of economic growth on labor absorption; 5. The effect of economic growth on social welfare; and 6. The effect of labor absorption on social welfare regencies/cities in The Province of South Sulawesi. The analytical methods used in this study was path analysis with SPSS software tool and used pooled data, a combination of time-series of five-year observation data taken from 2003 to 2008 and cross-sectional data of 22 districts in The Province of South Sulawesi. Path analysis developed three models, namely economic growth model; labor absorption model and social welfare model. Each model described the path of an effect from each independent variable toward the dependent variable. Study results showed that: 1. Capital expenditure allocation in the local budget had a positive and significant effect on economic growth; 2. Capital expenditure allocation in the local budget had a positive and significant effect on labor absorption, and, indirectly,it had a negative effect through economic growth on labor absorption. Besides economic growth had significantnegative effect on labor absorption; 3. Capital expenditure allocation in the local budget had positive but insignificant effect directly on the social welfare. However, indirectly, it had a significant effect through either economic growth or labor absorption on the social welfare. Economic growth had a positive significant effect on the social welfare, but it had a negative effect indirectly through the labor absorption. Labor absorption had a significant positive effect on the social welfare.
