Abstract

The objective of this study is to examine and analyze the effect of public investment on economic growth and employment and community welfare in the Province of West Papua. It focuses on the role of local government in allocating public investment as the capital expenditure so as to improve the welfare of the community. The panel data set has been collected for five years, which is taken from BPS office and West Papua Provincial Government, and every measured variable has nine observations as the entities of districs (kabupaten/kota). The analysis approach is path analysis with the linear panel model technique using program R package. The relationships among variables in this study have five hypotheses and there are three hypotheses which are related to each other. In general, it shows that capital expenditure variable has a positive significant effect towards the welfare of community through the employment. It also shows that the economic growth variable has a significant effect on the welfare of community through the employment. So, it can be said that the employment variable is a mediating variable of the relationship between economic growth and the welfare of the community, and the relationship between capital expenditure and the welfare of the community. The findings of this study can be used for the development of science and policy of public services and regional development in the province of West Papua.
