Abstract
The objectives of this study are to know the determinant affecting female workers from East Java villages deciding to join short term immigration both legally and illegally, and how the process of migration is, as well as the effect of the so called migration to the migrants familys prosperity in their homeland. This study will examine weather theory of Voluntaristic Action can be accepted as the theory of migration decision making in the level of individual. To ask the questions and achieve the objectives of the study, the writer has interviewed 300 return migrant - female workers divided into two sample groups, which are 150 legal and 150 illegal female workers, using Availability sampling , from 15 villages in the areas of Malang, Blitar, and Tulungagung districts. This study concludes that factors of i.e; individual education, age, status of marriage, familys social economic condition, and situational condition of migrants homeland were affect the decision making of migrating either legally or illegally. There is a rational difference in making a decision to migrate of the legal female workers and the illegal ones. Actually, there is a dominant factor affecting female workers in deciding to immigrate illegally that is their own environment, in which the success of the former migrants who worked abroad in the same way. Whereas the strong factor affecting female workers to immigrate legally is the family supports from their homeland. That is why, theory of Voluntaristic Action examined in this study can be accepted as the theory of migration decision making in the level of individual.
