Abstract
Indeks Pembangunan Manusia (IPM) merupakan alat ukur yang digunakan untuk mengetahui tingkat kesejahteraan manusia. Papua merupakan provinsi yang menempati peringkat IPM provinsi terendah di Indonesia selama 10 tahun terakhir yaitu tahun 2004 hingga tahun 2013. Regresi nonparametrik adalah suatu metode statistika yang digunakan untuk mencari hubungan antara variabel respon dan variabel prediktor dengan bentuk kurva regresinya tidak diketahui. Penalized Spline merupakan estimator dalam regresi nonparametrik dengan pembobot yang berfungsi mengontrol sifat smooth suatu kurva, sehingga kurva terhindar dari sifat rigid dan over-fitting. Penentuan model terbaik didasarkan pada kriteria Generalized Cross Validation (GCV) menggunakan algoritma full search. Faktor yang diduga mempengaruhi IPM adalah persentase penduduk miskin(
