Abstract

Posyandu is one of the society sourced health efforts managed and organized from, by, for, and together with the community to empower people and provide converence convenience to the society in obtaining basic health service. The achievement of program coverage level (K/S) of 82,29% has not reached the target of 100%, the achievement of community participation level (D/S) of 79,57% has not reached the target of 80%, and the achievement of program succed rate (N/S) of 55,67% has not reached the target of 60%. The purpose of this research is to find out the analysis of the influence of the empowerment stages including the steps of awakening, understanding, harnessing and using the cadre of Posyandu Balita towards the improvement of SKDN indicator achievement Posyandu in Surabaya. The reserach was conducted in September to October 2015 by using the cross sectional research design. The location of the study is in Posyandu Balita Surabaya. The population in this study is Posyandu Balita in Surabaya, totalling 2830 Posyandu Balita. The number of samples in this study is 87 Posyandu Balita represented by one cadre who can be regarded as the key person. The criteria of the key person is that he has been a cadre for at least 2 years, played an active role, and known all the activities in the Posyandu Balita. The reserach instrumen used was questionnaires. The data analysis used was logistic regression test. The result showed that the achievement of Posyandu Balita indicator were influenced by the understanding and the harnessing of the cadre in the implementation of the activities in Posyandu Balita. The recomendations of this research are the needs to increase the frequency and quality of the communication of the Posyandu Balita cadre, the equity in the job distribution, reward granting, and the provisions of training opportunities for Posyandu Balita cadre in Surabaya City.
