Abstract

Tujuan penelitian ini adalah melihat dampak ACFTA terhadap trade creation dan trade diversion pada sektor pertanian Indonesia menggunakan model gravitasi dan memasukkan resistensi multilateral sebagai regresor dan endogenitas bias pada variabel FTA diatasi dengan mengkontrol heterogenitas yang tidak teramati pada masing-masing aliran perdagangan sehingga mendapatkan hasil estimasi yang tidak bias. Data yang digunakan yaitu data panel yang terdiri dari 10 negara mitra dagang tujuan ekspor Indonesia tahun 1994-2013. Penelitian ini menggunakan data disaggregate antara lain live animals (HS1), meat and edible meat offal (HS2), fish (HS3), dairy products (HS4), other animal products (HS5), live trees (HS6), edible vegetables (HS7), dan edible fruits and nut (HS8). Dari hasil analisis ditemukan bahwa setelah dilaksanakannya ACFTA terjadi: 1) net trade creation pada meat and edible meat offal (HS 2) dan other animal products (HS5) diperoleh dari trade creation pada ekspor ke negara anggota ACFTA dan trade creation pada impor yang berasal dari negara anggota ACFTA, 2) net trade creation pada fruits and nut (HS 8) diperoleh dari trade creation pada ekspor yang berasal dari negara anggota ACFTA, 3) net trade creation pada edible vegetables (HS 7) diperoleh dari trade creation pada ekspor dan trade diversion pada ekspor ke negara anggota ACFTA, 4) net trade creation pada fish (HS 3) berasal dari trade creation pada impor yang berasal dari negara anggota ACFTA, 5) net trade diversion pada ekspor live animals (HS1) diperoleh dari trade diversion pada ekspor ke negara anggota ACFTA dan trade creation pada impor Indonesia yang berasal dari negara anggota ACFTA, 6) net trade diversion pada komoditas edible dairy products (HS 4) dan live trees (HS6) diperoleh dari trade creation pada ekspor dan trade diversion pada ekspor ke negara anggota ACFTA.
