Abstract

Maternal mortality is defined as the death of a woman while pregnant or within 42 days of termination of pregnancy, irrespective of the duration and the site of the pregnancy. MDGs has one of the goal to reduce maternal mortality in 2015 to 102/100.000 live births. Data in showed that Gresik Regency had increasing trend of maternal mortality to 48% in 2013 and 5% in 2014, with most of maternal mortality occurred <48 hours which assuming delays in referring. Maternal mortality may be caused by the midwives’ performance in conducting the referral and is caused by several factors, one of them is ethical sensitivity and obedience to authority. This purpose of this study was to analyze the influence of ethical sensitivity and obedience to authority on the midwives’ referral performance. This study applied cross-sectional design towards 54 respondents of midwives in working area of local Health Centers from May to June 2015. Samples taken using multistage sampling and as many as 6 Public Health Centers were selected. Ethical sensitivity and obedience to authority were assessed using questionnaires distributed to midwives in selected regions, and the referral performance was ssessed from data and patients interview who received referral from midwives within past 2 weeks. Analysis was performed using SPSS and ordinal logistic regression showed significant influence of low ethical sensitivity on the referral performance with prevalence rate 0.019, significant influence of low obedience to authority on the referral performance with prevalence rate 0.001, and significant influence of moderate obedience to authority on the referral performance with prevalence rate 0.046. Based on the results, it can be inferred that ethical sensitivity and obedience to authority had a significant influence on the midwives’ referral performance.
