Indonesia has experienced high economic growth since 1970s. The growth, however, could not create employment as expected, hence unemployment level in Indonesia still relatively high both in income level and the matching between jobs available and skill needed. Because of the reasons, the existance of small scale industry has importan role in employment and workforce issues in Indonesia. In present reform era, the existence of small scale industry is form of people economic that should be empowered. One of the small sale industry is bag and luggage small scale industry (handycrafter). To be exist, it is important to understand some factors affecting their sales volume. This research was conducted in bag and luggade small scale industry centra in Tanggulangin distric of Sidoarjo, with total sample of 100 small scale firms devided into two groups of 50 participants. The first group is those who have show room and the other is those who do not have. Independent variables inciuded in bag and luggage small scale industry are the government, suppliers, competitors, product mix, labour cost, and capital. The dependent variable is sales volume. The measurement scales are determined as follow. Ordinal scale is used to measure variables of the government (X1), suppliers (X2), competitors (X3) and product mix (X4). Interval scale is used to measure variables of labour cost (X5) and capital (X6). The purposes of the research are to find (1) what is the effect of independent variables (the government, suppliers, competitors, product mix, labour cost and capital) to dependent variable (sales volume). (2) Which independent variables, both in group I and in group II, do lave dominant effect on sales volume; and (3) Are there any differences in sales volume between group I and group II. Some benefit that can be achieved of the research are as follow: (1) cooperative " "Intako" can use the finding as a basis to formulate their business strategies to achieve their objectives in the future; (2) related government body can use the finding to evaluate their achievement in providing consulting services to small scale industry (handy crafters) bag and ludgage in subdistrict of Tanggulangin Sidoarjo; (3)Other researchers can use the finding as additional reference to develop athers factors which affect on sales volume of small scale industry of bag and ludgage in subdistrict of Tanggulangin Sidoarjo. The hypothesis of the research are:(1)Independent variables, i.e. the government, suppliers, competitors, product mix, labour cost and capital have effect positively on dependent variables, i.e. sales volume, both for Group I and Group II; (2) competitors variable (X3) for Group I and capital variable (X6) for Group II have dominant effect on sales volume; and (3) there is differences between Group I and Group II in sales volume. The findings of the research are (1) the first hypothesis can be accepted both for Group I and Group II; (2) the second and the fourth hypothesis can be accepted both for Group I and Group II; (3) the fifth hypothesis can be accepted because there is a difference in sales volume between Group I and Group II, although the difference is small with average number of 3,0990 and 2,8291. Group I has sales volume larger than those of Group II. The conclusion is that small scale industry (handy crafter) of bag and ludgage, in order to survive, have to continuously develop new product and try to find financial supplier for business development in the future (global market). </description
