Abstract
ABSTRACT This research is conducted to examine a public policy phenomenon regarding the development and surrendering mechanism of public facility by developer in Surabaya, which has been a specific and crucial problem for the local government, developer, as well as the society, but has not been ever thoroughly examined. This policy actually has been stated in Permendagri No.1 Tahun 1987 as well as Inmendagri No.30 Tahun 1990. However, there are several gaps taken place on the implementation stage, both concerning the policy contents and also the actors involved in those implementation activities. In order to better understand and then addressing the problem, and to keep it right in focus, which is in turn would make it possible to become a model for reviewing any policy in question regarding public facilities in Indonesia, the researcher took some samples to represent the variability of problems occurred relating to the development and surrendering mechanism of public facility by developer Ciputra Surya in Kota Mandiri Citra Raya. The implementation of the policy shows strong evidence that there is some gap and deviations occurred on this stage. This policy implementation stage also reveals a particular pattern of relationship between the local government, developer and the society. Referring to the theoretical analysis of effectiveness perspective on policy implementation presented by Grindle as well as Marxist theory, a conclusion could be maintained that these gap and deviation on policy implementation of public facility development and surrendering mechanism is mainly caused by affiliating attitudes of the local government towards the developer Ciputra Surya since they both are posing some common particular interest. The existence of current system and environment are also playing a significant role on allowing those relationship to occur, which in turn bring about negative impacts to the society.
