Abstract

Competencies always directs toward the quality of employees demonstrated in the performance context. The right placement is a way that is not only intended to optimize ability and skill for high work achievement of employees, but it is also a part of the employees' development process in the future. Therefore, its implementation must take the efficiency principle into account (the appropriateness of the skill required and owned by the employees). The employees' skill, knowledge and ability as the resources in an organization and as the management functions are to implement policies and necessary targets, human resources play a crucial role in achieving them due to the fact that they run, manage and develop an organization. If it is not the case, an organization will be viewed only as an institution without any process in it. A process in an organization is carried out through management activities with its management functions. It is necessary to perform various development efforts and the placement of human resources so that they give contributions to and effects upon the employees' performance. In that case, the board can determine all changes in accordance with the growing demands. The problem of the research is what are the effects of the placement of government officials who have appropriate skill, knowledge and ability upon the employees' performance of the regional research and development board of Pamekasan District? The research is aimed at analyzing the placement effects of officials who have appropriate skill, knowledge, and ability upon the performance of the regional research and development board's employees of Pamekasan District. The research hypothesis is that there are placement effects of officials who have appropriate skill, knowledge, and ability upon the performance of the regional research and development board's employees of Pamekasan District. The research design is explanatory type. The population of the research is all the employees of the regional research and development board, consisting of 32 people. The independent variables (X) are appropriate skill (Xi), appropriate knowledge (XZ), and appropriate ability (X3), whereas the dependent variable (Y) is the performance of the regional research and development board's employees of Pamekasan District. Results of the study show that the independent variables (XI, X2, and X3) concomitantly have very significant effects upon the increasing performance of the regional research and development board's employees of Pamekasan District. It can be seen from F value at 30.112 with p = 0.000. The overall effect of the independent variables upon the employees' performance is 76.3%.
