Abstract

Organization must make organizational tranformation in dealing with external challenges. One of strategies that can be taken by organization in doing transformational organization is downsizing. Downsizing can be done by either through workforce reduction, redesain organization or systemic approach. In the case of declining profit of an organization, the effective way is by doing workforce reduction method. Early retirement program is the efffective way because organization can eliminate incompetent employees in order to improve effectiveness, efficiency and organizational competitiveness. This qualitative study is conducted in Janabadra University, Yogyakarta, that had been implemented early retirement program since 2004. Early retirement program is still a rare concept in Indonesia and mostly practiced by state enterprises. Janabadra University is private university that had a problem with the declining student and create unbalanced operational cost. This study is aim to know the early retirement program that had been developed by Janabadra University and how to develop it to be a model that more effective. As result, through in-depth interview and analyzed by theories and concepts, there are six elements early retirement program that mut be fixed in order to create organizational performance. They were early retirement goal, object dan target, early retirement model, socialization and consultation, compensation, and evaluation. This six elements must be integrated with vissions, missions, and organizational�s goals on order to improve organizational performances.
