Abstract

In order to control water pollution regulation, the government has issued various regulations. Water pollution control is effective, efficient, and sustainable are the traits of good water pollution control. This research sites on the Surabaya River, Kali that crosses several districts, an important water source for PDAM Surabaya and Sidoarjo.This research region are juridical juridical sociological empirical approach. Source data obtained from secondary data by the Environment Agency of East Java province which was then analyzed qualitatively. The results showed that the procedure or process water pollution control Surabaya River is the duty and authority of the Government of East Java Province involving the environmental agency of Life East Java province, Perum Jasa Tirta, and Regency / City Government. Surabaya River Water Pollution Control Regulation No. Region. 2 in 2008, but implementation is not maximized in because of several things, including poor coordination between agencies that manage water quality and implement the water pollution control Surabaya River, poor surveillance systems, lack of good administrative imposition of penalties, fines and criminal. Lack of public awareness and responsible business along the Surabaya River. System of water quality management and control of water which is less systematic and integrated add the weight of water pollution once claimed as Surabaya River which has criteria class B. Implementation of water pollution control regulations in accordance Surabaya Local time can not be implemented in optmal. It is advisable to apply a consistent application of water pollution control policies as directed in the regulation of the Minister of Environment No. 01 of 2010 on the Procedure of Air Pollution Control. Maximizing control officer to conduct surveillance activities Surabaya River. Action in accordance with applicable law as a form of efforts to create a deterrent effect (deterrence effect) so that the perpetrator of water pollution and water pollution violators company realized his actions have been detrimental to the environment and the lives of many people.
