Abstract
Maternal and infant mortality is the major problem in Indonesia. According to Riskesdas (2010) maternal mortality was 228 by 100,000 Live Births. Primary causes of maternal mortality were primary postpartum hemorrhage. The purpose of this study was to analyze the affecting factors about obedience midwives in implementation of Standard Operating Procedure of Three Times Active Management in normal childbirth at VK Maternity Dr. Haryoto Hospital Lumajang in 2013. The population was all of midwives in the VK Maternity Dr. Haryoto Hospital totaling 17 people with 68 births so that each respondent was observed four times. Analysis data used ordinal regression with the Spearman rho coeffieting between working period Spearman rho 0,494, and income Spearman rho coeffieting between 0,499 there is a fairly strong relationship between time work and income with respondent obedience to the implementation of the Standard Operating Procedure Three Times Active Management. Cognitive independent variables: Spearmen rho coeffieting between using 0.596, affective: Spearmen rho Spearmen rho coeffieting 0.686, conative, Spearmen rho Spearmen rho coeffieting 0.589, legitimated power: Spearmen rho Spearmen rho coeffieting 0,544, so there is a strong relationship between cognitive, affective, conative and legitimate power with respondent obedience to standards operating procedures active management time. Recommendation for health department and hospital to held APN training to maintain competence of birth attendance. For IBI impose APN as a requirements license of practice midwife and for respondents to equip themselves with APN training in order to competence help the childbirth is always ready.
