Abstract

Free education policy in Banyuwangi as according to decree local government number 01 the year 2005 is realizing chosen regent couple campaign promise. implementation of Education policy free of charge bears resistance that is enough is height this thing is as result of its the minim communications, and falling short resource. So many circles assess this policy without concept and loaded of political charge. Education circle self simply in substance has not comprehended what is the meaning with free education. This reality makes school finds difficulties for financing problem is not to mention field fact mentioning in selection and channeling of education relief fund many awkwardness. Free education simply only can bring change until facility of access received by public but has not lead to perebaikan quality of because as according to department strategic plan of education in the early of its(the applying focused at correction of supporting facilities for physical and rehabilitation of school. The many abuses of grants has made school completely confusion with reference to that is this article wish to explain manifest and latent function in free education policy as a form of public service.
