Abstract

Interaction between the Village Government and Village Government Agency are inseparately and it has connected in village government system. Village government is considered as executive institution while village government agency considered as legislature in the village. They are synergy partner of bussiness to accelerate the vilagge administration implementation. The existence of village government agency is ablle to implement function of oversight and function of budget optimally are become very important for growth and democracy realization within village government accountable. This condition can realized when there is a harmonious relationship among them. That is why research titled “Peta Kekuatan Politik Dan Pengaruhnya Terhadap Interaksi Antara Kepala Desa dan BPD’ is aimed to extract and to figure out the effect of village government implementation, if there is conflict between those village institution which each institution use their authority to depress each other. This research method is qualitative method with descriptive explorative method approach. Data is analyzed qualitatively while is collected by interview, observation and documentation. The result of research showed that Tanjung Village Government Agency is optimally unable to implement function of control. It’s because of the staff composition and there is not sanction for executive institution if legislative does not approve executive’s proposal in village. While not optimal function of the budget because the presence or absence of legislative approval, the executive can use APBDes previous year. The factors that cause is not optimal implementation of these functions are: first, the factor composition of the executive management of Village Government Agency in which the interest is still there so that the organizational Village Government Agency can not point to his role and only the individual, secondly, the absence of sanctions for executives of local governments if executives are not implementing the agreements already made with the legislative. Therefore it is recommended: first, Local Government in Lamongan Regency failure by providing sanctions in the form of administrative sanction if the executive village level can not account for the implementation of APBDes which is an agreement that has been made with Village Government Agency; second, inculcating culture of the organization with more to enable the actions Village Government Agency in institutional, systematic and organized.
