Abstract
The accomplishment of the Desa Siaga Aktif in Probolinggo hasn’t met the target. Until now it only reaches 29.7%. However, according to a Minimum Service Standard target 80% in 2015, it should reached 50% by the end of the year 2009. This research aimed to arrange a design of the efforts to increase the Bidan di Desa ability in conducting the community empowerment process towards Desa Siaga Aktif in Probolinggo. This research was an observational study. The sampling technique was Proportional Stratified Random one. Sample of this research were 82 Bidan Di Desa. Data collection doing by guided interview using questionnaires. The data analyze of research result apply with chi-square statistical tests. The results showed that there wasn’t correlation of individual characteristics. which the psychological condition, attitude and work motivation had correlated on the Bidan di Desa ability in doing community empowerment process. The level of activity in the community also correlated the Bidan di Desa ability in doing the community empowerment process in Desa Siaga development. The design of the effort to improve the Bidan di Desa ability in conducting community empowerment process could be summarized : to increase knowledge and understanding of Bidan di Desa about the duties and responsibilities through guidance, training and support from the head of Puskesmas; also proposed to get hold of lesson that concern in activator and community empowerment including formal education. to enhance positive attitude of Bidan di Desa towards the community empowerment process through establishing commitment with the community ,especially the village chief; to increase the motivation of Bidan di Desa as facilitators through the establishment of a village team of Desa Siaga, the supervising officer, the adequate management of Poskesdes in supporting the Desa Siaga development; and finally, to increase the liveliness of Bidan di Desa in social organizations and community activities, following the formal and informal activities as a socialization for community involvement.
