Abstract
Muhammadiyah is the only Islamic organization in Indonesia which was committed to the protection of tobacco dangers by the smoke free area policy. However, Gresik District has not done well to implement this policy. One method to resolve this case was by doing advocacy intervention through five stages. This action research was using qualitative approach. The subject was 10, the policy maker in three school of Gresik District and selected by purposive sampling technique. The results of the study for analysis stage are the absence of a strong coordination and simultaneously notification of policy discussion. The advocacy strategy of second stage should be renegotiated with the leader of Dikdasmen (Muhammadiyah Primary and Secondary Education Department) to get their involvement and approval. The advocacy actions: 1) visited each school for lobbying the policy maker ; 2) workshop of smoke free area policy socialization and dissemination of the three smoke free area pilot schools in Gresik District 3)revisit the three pilot schools to review their sustainability in implementing the smoke free area policy. Last stage, the process evaluation was obtained from the difference of 100% proven by the fulfillment of preconditions for effective implementation. While the impact evaluation showed 100%success after advocacy with the rising of decree letter by leader of Dikdasmen Muhammadiyah Gresik of three smoke free area pilot schools. In conclusion, advocacy intervention is effective as efforts to implement smoke free area policy in Muhammadiyah through fulfillment of preconditions for effective implementation.
