Abstract

This research purposed to identify social competence possessed by village midwives in improving healthcare quality in Central Bengkulu Regency in human resource development perspective. The problem was lack of experience owned by midwives, lack of her communication and adaptation on villagers hence they tend to prefer shaman/traditional medicine for childbirth and her existence was not fully recognized by them hence she couldn�t provide maximum service and AKI in Merigi Kelindang district ranked highest in comparison with other districts in this regency. Social competence is attitude and behavior or willingness and ability character to build stable relationship with others when problem faced in workplace that embodied by sinergy between character, self concept, internal motivation and social knowledge capacity. Therefore this knowledge is important to be possessed by midwives since she faces villagers directly in a new environment. This research was qualitative, informants were selected by snowball technique where initially there was 1 informant and then developed into 13 informants. Of the research result it is indicated that midwives social competence viewed from the four aspects including empathy, assertion, responsibility and self control have been good, but assertion and responsibility should be improved viewed from midwives communication and adaptation with villagers that found low as informant said that midwives was seldom spending time to gather with villagers. While this responsibility should be increased since many midwives were frequently absent and some of them who were assigned in the village lived in other villages by reason that lack of electricity and mess and bad roads.
