Abstract

This research examines the local resistance to global capitalism in the case of reclamation in Bali Benoa Bay in 2012-2013. There are two research questions in this qualitative research with the crithical theory paradigm, the first question is why elements of Balinesse people refuse Benoa Bay reclamation, the second question is how the elements of Balinese constructing resistance to global capitalism in the form of reclamation Benoa Bay. Through the analysis of the distribution of the data and facts obtained through in-depth interviews and review of written documents, it is found two thesis as answer of the research questions. First, the elements of Balinese people refuse reclamation Benoa Bay because of a conflict of customs, culture and religion as a trigger, the existence of procedural defects and related political issuance of decree 2138 / 02-C / HK / 2012 on reclamation permit Benoa Bay as well as socio-economic threat to local communities in Bali. Components of the Balinesse people who pioneered by organic intellectuals did the niskala resistance through rituals or ceremonies and in sekala resistance through demonstrations, diplomacy, petitions and creative campaigns via mars Bali Reject Reclamation, distribution Reject Reclamation clothes, putting up banners and billboards Reject Reclamation at strategic points as a propaganda media. Through consistent struggle finally resistance component of the Balinese people successfully urged the Governor of Bali revoke the decree reclamation permit No. 2138 / 02-C / HK / 2012 . Key words: resistance, local communities, global capitalism, organic intellectuals Penelitian ini mengkaji resistensi masyarakat lokal terhadap kapitalisme global dalam kasus reklamasi di Teluk Benoa Bali pada tahun 2012-2013. Ada dua permasalahan dalam penelitian kualitatif yang menggunakan critical teory paradigm ini, yang pertama mengapa elemen masyarakat Bali menolak reklamasi Teluk Benoa, permasalahan kedua adalah bagaimana elemen-elemen masyarakat Bali mengkonstruksi perlawanan terhadap kapitalisme global yang berwujud reklamasi Teluk Benoa. Melalui analisis sebaran data dan fakta yang didapatkan melalui wawancara mendalam dan penelahaan dokumen tertulis, terdapat dua jawaban yang menjadi tesis akhir penelitian ini. Pertama, elemen masyarakat Bali menolak reklamasi Teluk Benoa karena alasan benturan adat, budaya dan agama sebagai pemicu, adanya cacat prosedural dan politik terkait dikeluarkannya SK 2138 / 02-C / HK / 2012 tentang ijin reklamasi Teluk Benoa serta terancamnya sosial ekonomi masyarakat lokal Bali. Komponen masyarakat Bali yang dipelopori oleh kaum intelektual organik melakukan resistensi secara niskala melalui ritual upacara dan secara sekala dengan demonstrasi, diplomasi, petisi dan kampanye kreatif melalui mars Bali Tolak Reklamasi, distribusi baju Tolak Reklamasi, memasang spanduk dan baliho Tolak Reklamasi pada titik-titik strategis sebagai media propaganda. Melalui perjuangan yang konsisten akhirnya resistensi komponen masyarakat Bali berhasil mendesak Gubernur Bali mencabut SK Ijin Reklamasi No 2138 / 02-C / HK / 2012.
