Abstract

The apparatus employees of the state are the human resource that acts as a government administrator who has a duty to provide the services to people in a professional, honest, fair, and equitable. One of the employees' problems related with human resources to increase the productivity is transfer. The aim of study is to examine the effectiveness of employee transfers in Bangkalan District. The respondents in this study consist of twelve informants who are all in the head section of an existing department in Bangkalan District that have been transferred and have never transferred. This study used the qualitative approach as a tool of research in which the writer uses in-depth interviews and observation to collect the data. The results show that the effectiveness of employee transfers in Bangkalan District includes the goals of transfer that are improve the employee productivity and increase the employee knowledge that have already achieved well. Yet, the purpose of transfer to eliminate employees' saturation, increase employees' career, resolve disputes between employees, and implement the principle of the right man on the right job is still not fully achieved so it needs the detailed analysis and extension of transfer that will be made.
