Abstract

This study aims know to: (1) effect of the fund of BLM PUAP on labor absorption on rice farm of farmer group union; (2) effect of the fund of BLM PUAP on rice farm development of farmer group union; (3) effect of rice farm development on labor absorption on rice farm of farmer group union; (4) effect of labor absorption on farmer household prosperity of farmer group union; (5) effect of rice farm development on farmer household prosperity of farmer group union; (6) source and distribution of BLM PUAP in farmer group union; (7) the use of BLM PUAP by farmer group union in accordance with the fund purpose: (8) whether or not the whole BLM PUAP in farmer group union is used according to Islamic principles in totality. This study applied research method of quantitative survey, combined with qualitative naturalistic. Samples were determined by multi stage probability sampling technique. The first stage was to select farmer group unions, and this was done randomly. The second stage was to select farmers from each farmer group unions, and this was done randomly, too. Data were collected from primary and secondary sources, and consisted of qualitative and quantitative types. Data were collected through structured interview using questionnaire, in-depth interview, and observation. Quantitative data were then analyzed statistically using partial least squares, while data qualitative and normative were analyzed using qualitative analysis and intuitive analysis (kasyf analysis). Results of this study revealed that the granted fund through BLM PUAP program in syar�i way could improve labor absorption, develop rice farm, increase income and prosperity of Muslim farmer hosueholds who are members of farmer group union, yet addition of labor on rice farm had a weak influence on prosperity improvement. BLM PUAP is a policy that can be promoted to be Islamic agricultural bank (Bank Tani Syariah). The ministry of agriculture with the principle of government responsibility (Mas'uliyat al-Daulah) had distributed state budget for the community. In this regard, the government had met the principle of single God (ke-Esaan Tuhan) which the foundation of Islamic teaching. Distribution and use of BLM PUAP fund was in line with the principle of al-Mas'uliyah, i.e. individual holds the responsibility of Mas'uliyah al-afrad (responsibility to repay the loan to farmer group union through the group), and the group are responsible to the group union (Mas'uliyah al-mujtama). Nevertheless, the practice of conventional monetary system still occurs in the implementation of the program of BLM PUAP in the level of farmer group union, and the Islamic (Syariah) system has not been fully implemented.
