Abstract
Psmbangunan naaional Indonesia selama lima Pelita terakhir telah menghasilkan berbagai prestasi yang membanggakan. Pertumbuhan ekonomi selama dua puluh tahun terakhir rata-rata mencapai 6% per tahun dan jumlah orang miskin sscara absolut juga teruS berkurang. Bsrdasarkan tolok ukur ambang tingkat kemiskinan setara 2.100 kalori ditambah konsumsi non-pangan 15,92% s.d. 17,96% untuk perkotaan dan 6,12% s.d. 6,52% untuk daerah pedesaan, jumlah penduduk miskin yang masih berada di bawah garis kemiskinan secara sangat substansial terus menurun dari 40,08% (54,2 juta orang) pada 1976 menjadi 26,85% (40,6 juta orang) pada tahun 1981 (BPS, 1984), dan turun lagi hanya tinqgal 15,12% atau aekitar 27 juta pada tahun 1990 (BPS, 1991).
