Abstract

Acquiring land for Surabaya City development is not easy procedure. The municipal of city Surabaya faces with the problem of providing land to its development. Legal procedure for acquiring land is Home Minister Regulation number 15 year 1975. In reality the land acquiring procedure based on this regulation, known as land acquisation procedure, is not work smootly cause by the procedure and the prize of compensation that must be paid to the people who have legal title on the land concerned
