Abstract
This research is the topic of how rationalization of society and government Bojonegoro in public dialogue. The purpose of this study was to identify the process of rationalization of public dialogue that took place between the government and society, as well as analyzing the actions of participants in the public dialogue together. This study uses the theory of communicative action Habermas. Communicative action born out of the critical views that can generate human rationality to achieve rationalization of society. Habermas suggests an important concept underlying the process of rationalization is a communicative action that measures work and communication. Communicative action could walk into a room free of domination that is a public space. The important concept is used to identify the process of public dialogue and the relationship formed between the two powers. The method used in this research is qualitative and using a critical paradigm. The results showed that the public dialogue that has become routine in Bojonegoro can have an impact on reform-reform development in Bojonegoro. Public dialogue forums indicate a rational action and communicative action aimed at the actors in it. Where each party both government and the public have an interest in achieving success. Sometimes the relationship between the community in Bojonegoro Regency and debriefing activities in the public dialogue is a relationship based on rationality aims are that lead to successful personal goals both as a politician and as a society to enforce their rights on an ongoing basis to the government. However, there are times when the dialogue going discourse indicate communicative action. A relationship based on rationality aims to be a problem because the main priority is the success of interest among the stakeholders and not on the achievement of mutual understanding on all parties to get a truth or a proper problem resolution. On the contrary, when the government and society Bojonegoro clashing arguments to achieve understanding the communicative action has been established. That marks the rationalization of public dialogue forum for the development of Bojonegoro.
