Abstract

Development marked with economics activity such as the incresing of productivity and income per capita of resident, so that can repair prosperity level of society. An region told have self supporting of their own economics in costing their development region, if their monetary ability of region and dependence on aid center as minimal possible (PAD have to be maximal). Development influence of economic growth, reflected at the increasing of PDB (on national scale) and PDRB (on regional scale). Research focussed at SWP I East Java, so the other SWP can stimulated to growth, until with automatically will be created of economic growth in East Java. This research an aim to know between prime component of PAD: region tax, region retribution, profit of BUMD and yield properties of separate region, and others valid acceptance, which is that have dominant contribution for each region of SWP I, and which region that have PAD contribution most signifikan concerning to their economics growth. The result of this researech is to show prime component of PAD that dominated, calculated ratio of PAD to PDRB, fiscal position of each area are: kabupaten Gresik dominated by tax, the ratio is 1,61 ( elastic, e > 1), and position of fiscal is strong; kabupaten Bangkalan dominated by retribution, the ratio is 1,45 (elastic, e > 1), and position of fiscal is strong; kabupaten Mojokerto dominated by tax, the ratio is 3,74 (elastic, e > 1), and position of fiscal is very strong than if compared to 6 other area; kabupaten Sidoarjo dominated by tax, the ratio is 2,28 (elastic, e > 1), and position of fiscal also strong; kabupaten Lamongan dominated by retribution, the ratio is 1,52 (elastic, e > 1), and position of fiscal is strong; kota Mojokerto dominated by retribution, the ratio is 0,66 ( inelastic, e < 1), and position of fiscal is weak; kotamadya Surabaya dominated by tax, the ratio is 1,01 (elastic, e > 1), and position of fiscal is strong but more lower if compared with 5 other area. So that , the area which is have the most signifikan contributed/having an effect to economic growth for their region are kabupaten Mojokerto. Researcher suggest to local goverment of each region to improve their PAD, either trough with intensification and also ekstensification, besides that require need to improve the quality control either from system side and also from human resource in occasion. Management of BUMD also have to as afficient as possible so that can give a better income at PAD.
