Abstract
The purpose of this study to describe the results of the evaluation program for empowerment of SMEs Department of Industry and Trade in Kampung Surabaya City Government Embroidery District Rungkut with a focus on the fit between the actual cases with a predetermined plan. This study uses qualitative research with descriptive type. While data collection techniques has been done by observation, study documents, as well as in-depth interviews with informants. Determination of informants was done by using purposive sampling parties considered to know more about the process of implementing programs for empowerment of SMEs Department of Industry and Trade. Then, to ensure the validity of the data in this study used triangulation techniques. Furthermore, data analysis techniques has been done by way of data reduction, data presentation and conclusion. The results of this study indicated that the process of implementation of the SME Empowerment programs of Industry and Commerce in Kampung Surabaya District Rungkut Embroidery relatively effective. This is because of the five aspects of the effectiveness of the program, there were four in accordance with program implementation plan and only one that did not comply with program implementation plan.
