Abstract
Along with the development of industries in Indonesia are shifting agricultural land and the problem of food security, the Government of Indonesia encouraged a bureaucratic reform program with the law number 8 in 2012 about efforts embody the sovereignty of the national food security. One of the policies formulated by the Government is a system of agricultural extension, fisheries and forestry, and programs that can answer these problems is Urban farming that aims to empower communities through empty land use carried out by the implementing Agency Outreach agriculture, fishery and forestry in Gresik over duties and authorities listed in Regent regulations to assist the Regent in organizing outreach in the field of agriculture. Look at the condition of the locality in Gresik who experienced development of the industry and the amount of land that occurs over the function, then the purpose of this research is to illustrate and describe the policy implementation of Urban farming in Gresik Regency. The research was carried out using model theory policy implementation from George C. Edward III combined with theory of Van Horn and Van Meter using five variables or ffaktor the memepengaruhi implementation i.e. communication, resources, disposition, bureaucratic structure and economic, social and environmental poitik (support target group). This research uses qualitative descriptive approach with determination of informants are purposive. The data obtained from the interview process. The results of study showed that Urban farming policy implementation carried out by the implementing agency for agricultural extension, fisheries and forestry in Gresik is not going well and the maximum. It can be seen from the presence of the stages of the process of implementation has not been going well and some of the variables that affect implementation also is still not effective, as in subsection variable communication, resources and support target groups that are not yet well-organized and effective.
