Abstract
Indonesia is ranked top in the total population of Internet users, though seen from the percentage is still low at 30% of the population. This suggests a potential in the government's efforts in improving the development of internet-based. The purpose of this study to describe the performance of the program implementation Broadband Learning Center (BLC) in the city of Surabaya, which is one program increased understanding of information technology and communications. This research used a qualitative research with descriptive type. While data collection techniques by observation, study documents, as well as in-depth interviews with informants. Determination of informants was done by using purposive sampling parties considered to know more about the process of the implementation program Broadband Learning Center (BLC) in the city of Surabaya. Then, to ensure the validity of the data in this study used triangulation techniques with the source. Furthermore, data analysis techniques is by way of data reduction, data presentation and conclusion. The results obtained from this study indicate that the performance of the program Broadband Learning Center (BLC) in the city of Surabaya is quite successful. This is because of the seven aspects of the program implementation performance is only one that does not comply with the program implementation plan and another six in accordance with program implementation plan.
