Abstract
This study aimed to describe individual rationality in response to individual rationality in response to the policy of land acquisition for the construction of roads Middle East Ring Road (MERR) phase II c in the district of Gunung Anyar Gunung Anyar sub-district city of Surabaya. The land acquisition policies chosen in this study because many previous studies raises and explains the negative side of the policy. And in its implementation in the District of Gunung Gunung Anyar village, this policy many obstacles to hold the land in the area. This study uses a qualitative method with descriptive type. Mechanical determination of informants used in this research is purposive and snow ball.
Based on the results of this study concluded that individuals in the community district Gunung Anyar Gunung Anyar sub-district city of Surabaya is included in the rationality-purposed or instrumental rationality. Since society has a goal of no harm to himself. In this case because the only choice that people have to agree to the policy. This is due to land acquisition policies that are not organized as it should be, namely the handling of public consultation and submission of objections by the government. Individuals in the community sub-district Gunung Anyar Gunung Anyar sub-district city of Surabaya in determining the eventual selection using purposeful rationality or instrumental rationality, in order to avoid the loss of good time, labor and materials.
