Abstract
The purpose of this study is to describe the efforts and obstacles of the Department of Tourism, Culture, Youth and Sports of Sumenep Regency in improving public services for Gili Labak’s tourists. The background of this study is because Sumenep Regency has a great potential for tourists destination, but most are not well managed.Gili Labak island is one of the attractions that has great potential to be developed because the number oftourists has increased for the past years. It is considered as the jewel of Sumenep. However, the problem is the lack of a public service, such as electricity, clean water, lodging, and transportation to Gili Labak island has not been well managed. Tourists of Gili Labak island expects that the public service on Gili Labak island will be improved for the touristconvenience so that the number of tourists continues to grow. This study using descriptive qualitative research. The data collection technique using the method of observation, study of documents and in-depth interviews with 14 informants, 4 people from the Department of Tourism, Culture, Youth and Sports ofSumenepRegency and 10 people from the community that consists of 5 tourists of Gili Labak as well as 5 local people of who acts as entrepreneurs. Determination of informants conducted by purposive, which the parties know clearly considered related to the study.
The results showed that the efforts the Department of Tourism, Culture, Youth and Sports in Sumenep Regency in improving public services towards Gili Labak’s tourists has not been carried out properly because there are many obstacles that prevent the implementation of these efforts. The first problems is the budget that is still minimal, the second is about the mindset of the people is still low, the people of Sumenep have low participation on tourism because the level of awareness of the population is still lacking, and the third is due to the low level of education. The three obstacles are the things that hinder the efforts of the Department of Tourism, Culture, Youth and Sports of Sumenep Regency in improving public service for the Gili Labak’s tourist.
