Abstract
Surabaya city became one of the biggest city in Indonesia and yet still struggle from handling street children problem. Since 2012 untill 2015, the number of street children is fluctuating and hard to handle. Social Department of Surabaya City owns Kampung Anak Negeri Wonerejo Regional Technical Implementatation Unit (UPTD) that worked together with Alang-alang Halfway House and Kharisma Halfway House to support the implementation of empowerement program that will develop the independency of street children.
This study uses qualitative descriptive methods that aims to describe the synergy among stakeholders in the program of street children empowerement in Surabaya. Informants were determined by using purposive sampling technique. They are 19 informants, 3 informants from Social Department of Surabaya City, 3 informants from Kampung Anak Negeri Wonerejo Regional Technical Implementatation Unit, 3 informants from Halfway House, and 10 informants are the street children who have been training. The data were collected by observation, in-depth interview, documentation method and questionnaire to the informants. The data analysis process uses reducing data and draw conclucions. Then the validity of data is tested by using the triangulation to obtain the valid data.
The result shows that the implementation of empowerement program for street children hasn’t implemented properly because the principle of equality, participation and sustainbility hasn’t been fully implemented. Furthernore, the cooperative relationship between the Social Department of Surabaya City, Kampung Anak Negeri Wonerejo Regional Technical Implementatation Unit (UPTD), Alang-alang Halfway House and Kharisma Halfway House are less synergic. This is due to the lack of intensive interaction among them and lack of active participation in the process of coordinating the planning, implementation and evaluation of empowerement program. Eventually affected the poor growth of independence in the street children who have been training, based on the low level of intellectual independence and learning independence from each street child.
