Abstract
This research was conducted by qualitative method with purposive determination technique. Data collection was done by interview, observation and documentation. The process of data analysis is done by grouping and combining the data obtained. Data validity is tested through source triangulation so that the data presented is valid data. The results of this study indicate that the policy of subscribed parking is in accordance with the fact because the subscribers have an impact on orderliness and comfort of parking users and able to increase local revenue (PAD) Sidoarjo. Satisfaction of the Sidoarjo Community on the policy of subsidized parking is illustrated through the indicator of the satisfaction index of the community. The level of public satisfaction with the subscription parking policy in this study is based on the theory of community satisfaction index (IKM) service as stipulated in Regulation of the Minister of PAN and RB Number 16 of 2014 on General Guidelines Implementation of Public Service, which then developed into 9 elements that are relevant, valid and reliable, as the minimum elements that must exist for the basis of measurement of Satisfaction Index, ie service requirements, service procedures, service time, cost / service tariff, product specification service type, Implementers, executive conduct, service announcement, complaint handling, suggestions and inputs. Based on the results of research in general Sidoarjo people are not satisfied will be enacted parking subscription policy.
