Abstract

This research focuses to describe the impact evaluation of Decent Work Country Program (DWCP) phase II in Lesotho on youth employment creation. DWCP uses various project to create jobs for youth namely: National Youth Volunteer Corp (NYVC), Youth Employment Promotion (YEP), Social Compact (SC) and Better Work Lesotho (BWL). This research examines these projects as instruments used by DWCP phase II to find the impact of the programme. Qualitative research methods with descriptive type is used. Documentary and primary data are used for data collection. The data analysed using descriptive method and theory of change approach to examine the impacts of DWCP on youth employment creation. The findings show that DWCP phase II have created youth employment through mentioned projects. Although there are positive impacts by DWCP, data shows that, there are some expected outcomes which are not achieved due to the different constraints such as lack of funds during implementation. From the data collected, DWCP phase II has made a little impact on youth employment creation. Based on the lessons learned, the recommendations are: first, to develop a proactive program that would assist in regular monitoring of projects and provide recommendations. Second, to formulate employment policy. Third, to evaluate the projects in order to see if they are still good interventions for youth unemployment.
