Abstract

Crude palm oil (CPO) di Indonesia adalah salah satu prioritas ekspor Indonesia. Pada awal tahun 2000, harga domestik CPO meningkat secara signifikan. Salah satu alasan peningkat harga CPO domestik adalah meningkatkan harga internasional yang kemudian mendorong ekspor CPO meningkat. Tujuan dari penelitian ini adalah untuk mengetahui hubungan jangka panjang dan jangka pendek pungutan eskpor, kuantitas ekspor dan harga domestik CPO. Penelitian ini juga melibatkan variabel- variabel yang berhubungan dengan kuantitas ekspor CPO dan harga CPO domestik seperti nilai tukar riil dan harga internasional CPO. Penelitian ini menggunakan uji Granger untuk menguji hubungan kausalitas antar variabel. Vector Error Correction Model digunakan untuk menguji hubungan jangka panjang dan jangka pendek variabel-variabel di dalam model. Penelitian ini juga menganalisis dampak shock yang bersal dari pungutan ekspor, nilai tukar riil dan harga internasional terhadap kuantitas ekspor dan harga CPO domestik dengan menggunakan impulse response. Variance decomposition digunakan untuk mengestimasi kontribusi masing masing variabel di dalam model terhadap kuantitas ekspor dan harga domestik. Hasil dari penelitian ini adalah: pungutan ekspor memiliki sebuah hubungan unidirectional causality terhadap kuantitas eskpor dan harga domestik memiliki hubungan unidirectional causality terhadap pungutan ekspor. Pungutan eskpor memiliki hubunganjangka panjang terhadap kuantitas ekspor dan memiliki hubungan jangka panjang dan jangka pendek terhadap harga domestik CPO. Harga internasinal memiliki kontribusi terbesar terhadap kuantitas ekport dan harga domestik CPO. Crude palm oil in Indonesia is considered to be one of export priority. In the beginning of 2000, the domestic price of CPO has increase significantly. One of the reasons is the increase of CPO price in the international market that is why Indonesian government implement export tariff in order to prevent the height of domestic price CPO. The objective of this research is to investigate short term and long term linkage between export tariff, export quantity and domestic price of CPO. This research also involves some variables which related with export quantity and domestic price such us: real exchange rate, international price of CPO, and CPO production. This research use Granger causality in order to test causal relationship between variables, Vector Error Correction Model is used to test short term and long term relationship between variable in the models. These researches also analyze the impact of shock from export tariff, real exchange rate, international price of CPO on export quantity and domestic price. The results are: Export tariff has an unidirectional causality relationship on export quantity, domestic price has an unidirectional causality relationship on export tariff. Export tariff has long term linkage on export CPO. Export tariff has long term and short term linkage on domestic price of CPO. Meanwhile, international price has greatest contribution on export tariff and domestic price of CPO.
