Abstract
Indonesia adopts a presidential system that gives the president a lot of power in order to realize a stable government. One of them the president has prerogative in the appointment and dismissal of ministers as regulated in Article 17 paragraph (2) of the 1945 Constitution of the Republic of Indonesia. Meanwhile, the principle of checks and balances is required, so that in the appointment of the presidential minister is not taken in by the interests of the group. This study was conducted to find out how the concept of presidential power in the appointment of ministers to the presidential system in Indonesia. So that can be explored the solution to the problems encountered.
