Abstract

The purpose of pharmacist presence in Puskesmas is to prevent patient’s safety incidents related to pharmaceutical services. By ensuring a good process of drug management and application, patients will obtain a precist and safest medicine. The data from the Ministry of Health indicate that only 23% of 9893 Primary Health Care throughout Indonesia are equipped with Pharmacists. Thus, the advantage of services provided by Pharmacist in Puskesmas has not been served by some communities, especially those who live outside the island of Java. This condition is going to be reviewed from the pharmacist planning policy at district government level. By descriptive research design with case study approach. This study focused on describing pharmacist planning process. Planner’s understanding on the Pharmacist’s profession, basic tasks and functions of Pharmacist, and the risk of the absence of a Pharmacist in Puskesmas, as well as the effect of such understanding on Pharmacist planning in Puskesmas. Data collection of this research utilizes structured interview method with pharmacists planners of Puskesmas in West Sumbawa District. The data is validated using triangulation method and analyzed using qualitative analysis. The result of the research indicates that the implementation of pharmacist planning of Puskesmas in Dinas Kesehatan (Health Office) and Badan Kepegawaian Daerah (Regional Civil Service Board) has not been properly executed, and planners lack understanding about pharmacist’s profession, basic tasks and functions, as well as the risk of the absence of pharmacist in Puskesmas. From this study, it can identified that the inappropriate implementation of pharmacist planning is due to lack of understanding of planner about pharmacist’s profession, basic tasks and functions, as well as risk of not having a pharmacist in Puskesmas; unavailability of pharmacist position’s analysis documents; and exclusion of pharmacists as strategic health workers in West Sumbawa District.
