Abstract
India is a country that plays an important role in South Asia region. The important role played by India is inseparable from its dominance and strength in the region in terms of economy, technology, and even the military. However, despite being the dominating state in the region, India under the rule of Prime Minister Narendra Modi has ambitions to maintain such dominance in the region. The instruments used to achieve these interests are applied through the Neighborhood First policy. Neighborhood First is a policy that emphasizes on maintaining its main relationship with the member countries of the SAARC (South Asian Association for Regional Cooperation) and neighboring countries in East Asia, Myanmar, and East Asia Southeast region. However, the presence of China-Pakistan Economic Corridor (CPEC) as a bilateral cooperation between China and Pakistan is external shock for India in the region due to the conflictual relationship between India with China and Pakistan. This situation not only reaps a negative response from India but also causes a change in the orientation level towards the Neighborhood First policy application in response to that cooperation.
