Abstract

Land has become the most basic of human necessities. This make everyone try to own and control the land, the situation creates a conflict or dispute over the ownership rights of land assets. Conflict of ownership rights land assets are obstruct the implementation of land asset certification. This study aims to describe the compliance of the Surabaya Building and Land Management Department implementing an agrarian reform policy in overcoming conflict or dispute over the ownership rights of surabaya city government land assets by using three aspects of regulatory accountability. This research is used the theory of Good Governance, Accountability, Asset Management and Agrarian Reform Policy with qualitative approaches and descriptive research methods. The location of the research was conducted at Surabaya Building and Land Management Department. Informants are taken in this research using purposive sampling technique for nine staff officers. Data collection is done by interview, observation, and documentation. The process of presenting the data is done by grouping and combining the acquired and also to establish connectivity relation series between the data. Data validity is tested through data triangulation technique. The research’s results showed that Surabaya Building And Land Management Department can handle conflict or dispute land ownership rights in accordance with agrarian reform policies. This was concluded from the ability of the building and land management department staff to carry out the conflict or dispute resolution mechanisms of surabaya city government land assets, so that conflict/dispute can be solved with a short time, and increased certification of surabaya city government land assets by 339 fields in 2017.
