Abstract

This study aims to describe the implementation of making process of Dinas Ketahanan Pangan dan Pertanian Kota Surabaya and examining the organization aspect within the concept of rightsizing. Furthermore, this study want to know more about the relationship of rightsizing concept in Dinas Ketahanan Pangan dan Pertanian Kota Surabaya with Indonesian bureaucracy reform. This study uses case study method of qualitative research type that describes by detail the implementation of rightsizing process of organizatonal making in Dinas Ketahanan Pangan dan Pertanian Kota Surabaya. This study used theory of 3 steps rightsizing by Miftah Thoha. The researcher also uses the technique of purposive sampling to decide the informant of this study by consider his/her knowledge on this case. Based on the results of the study, it can be concluded that Dinas Ketahanan Pangan dan Pertanian Kota Surabaya was indeed got the influence of bureaucracy reform within that organizational arrangement. Within the organizational design of Dinas Ketahanan Pangan dan Pertanian Kota Surabaya which is merger from both Dinas Pertanian dan Kantor Ketahanan Pangan Surabaya have 3 kind of fields that consisted of agriculture, food security, fishery and marine. The merger using rightsizing concept which fits organization with its best.
