Abstract
The purpose of this evaluative research is to describe the performance achievement of land certification services program in Land Office Sidoarjo. This research is considered important because of the problems in managing land certification which has an impact on the performance of the agency based on satisfaction index of the community. This research used descriptive qualitative method with a purposive sampling technique to determine subject with certain criteria. The data collected from 9 (nine) respondents, 4 (four) respondents are from the bureaucracy and the other 5 (five) are from the community as an applicant for land certification. The collection of this data is done through observation, interviews, and documentation.The result of this research can be concluded that the process of implementing performance of Land Office Sidoarjo in the land certification services program has been responsive about the complaints from the community. However, there are several problems based on community's complaints, such as decreasing number of applications and file settlement in 2016-2017, the completion time, and infrastructure facilities. Therefore, some improvements are still needed in land certification services program, after the performance evaluation of Land Office Sidoarjo.
