Abstract
The existence of mass media has been present in Indonesia since the Dutch colonial era, especially newspapers. Newspapers were used as a tool to channel ideas and aspirations of certain groups to show their existence in public. Among those groups, Chinese Indonesians (simply put called as “Tionghoa”) are one of those groups living in Indonesia. The large number of their ethnicity members in Indonesia raised the need for them to communicate with their fellow members in other regions. After Indonesia succeeded in fighting for its independence, the Tionghoa community in Indonesia faced problems related to the issue of dual citizenship. This reinforces the need for a media to channel their aspirations. In response to the issue, the local government gave permission for the publication of Tionghoa newspapers which had ever been banned from being published by the Japanese government which ruled at that time. One of it was the publication of Tionghoa newspapers in Surabaya throughout 1947 until 1966. It was Pewarta Soerabaia written by Chinese Indonesians. The analysis of this study focuses on the revival of Pewarta Soerabaia’s publication and the development of news relating to the problems faced by Chinese Indonesians, as well as the loss of news about them since 1966. The news regarding dual-citizenship agreements by Tionghoa people is an interesting case to analyze because it had caused different opinion among the members of Tionghoa community in Indonesia. This circumstance affected the partisanship of newspapers in Indonesia. Some of them were China-oriented, and some were taking side on Indonesia. By observing the alignments taken by Pewarta Soerabaia, the political orientation carried out by this newspaper can be revealed. This recent study examined this by observing the selection of dual-citizenship news in the headlines and opinion columns.
