Abstract
In this modern era, transportation has become one of the main foundations for economic growth and equity, which is currently accompanied by environmental problems, which are increasingly being paid for by plastic waste each year and are difficult to disentangle. It was this background of the problem that prompted the Surabaya City government to further make a breakthrough in the public transportation program called Suroboso Bus. In implementing this program, many legal problems have arisen and made this bus invalid according to Law Number 22 of 2009 concerning Road Traffic and Transportation. Do not have a legal entity for the public transportation business which has an impact on transportation operations. Like Motorized Vehicle Number Signs that are red and white in white letters that should only be used for government official vehicles, do not have permission to transport people on routes because they are not legal entities, to tariffs in the form of garbage that are not in accordance with the legal provisions of public transport that there is, until the responsibility of the Surabaya City Government and the Surabaya City Transportation Office as operators in the occurrence of traffic accidents and causing losses for Suroboyo Bus passengers and other road users related to compensation and criminal liability.
