Abstract

The City Government of Surabaya imposed several provisions concerning traffic parking in the city of Surabaya through Surabaya City Regulation No. 3 of 2018.Provisions regarding parking in the city of Surabaya are also contained in Regulation No. 22 of 2009 concerning Road Traffic and Transportation. By the enactment of the two sources of legislation regarding parking, there are several similar provisions. That way, needs to be clarity if there are people who commit parking violations, whether sanctions can be imposed from Surabaya City Regulation No. 3 of 2018 and Regulation No. 22 of 2009 concerning Traffic and Road Transportation simultaneously or not. In terms of carrying out law enforcement between the two laws and regulations, they have different authority. If in carrying out law enforcement there are actions that are not in accordance with the provisions, then the community can propose legal efforts to create justice. The type of research used is descriptive normative by using the statutory approach and conceptual approach. The purpose of this research is to become a study in conducting parking enforcement in the city of Surabaya.
