Abstract
This research aims to fonnulate a model of industrial conflict resolution by analyzing a conflict mapping, the causes of industrial conflict, and conflict dynamics between workers and company which get escalated and spread over in some areas of East Java. This research also analyzes what a conflict management model is created by workers, company, and government in achieving any fonn of conflict resolution. This research used a survey method that was undertaken in for districts namely Surabaya, Sidoarjo, Gresik, and Mojokerto. Those cities are the center of industrial areas of East Java in which 1he frequency of industrial conflict is high. The population and sample of research are workers of those four cities. Data was collected by using a questioner and accomplished by in-depth interview to some of respondents. The collected data is processed and analyzed both quantitatively and qualitatively. The researCh shows that the conflict of industry occurs more intensively in May during the Labor Day ~ some main issues such as government policy on workers, regulation, and outsoureing issues. At the ~ of year usually workers protest occur by some issues such as minimum regional/district wage issues (UMP/K) since the government and company fonnulate UMP/K during this time. WhiJe at the religious celebration day the issues is reJated to 1HR (an extra wage for celebration day). Basically conflict resolution and management depends on the commitment of company and government particularly relate to the case of UMK. and workers' prosperity as some cases in Gresik, Mojokerto, Sidoarjo, and Surabaya. However both company and government prefer to engage an arbitration approach that advantages one side such SKB 4 Mooten. GeneraUy SKB 4 Menteri is perceived by workers does not advantage them. Arbitration approach is also utilized for the case of outsourcing, workers' prosperity, and UMK.
