Abstract

This research explore the significance of political recruitment for local legislatives membership of PPP and PKB in post 2009 election toward the emerging of public policy agendas in Sampang, Madura. J found that ability of both candidates to transform issues or campaign programs to public policy agendas tended low. Both party candidates tended to exploit patron- client interests such as kiai' s networking and kinship factors for strengthening their political electability in their owr. district election than used party machine as electoral power. The dominance of patron-client caused both candidates fail to transform electoral issues to be priority of public policy that supported both parties. I found the ability of candidates and party to institutionalize the issues or campaign programs as sources of policy agendas in legislative chamber decreased by the dominance of executive's policy agendas.
