Abstract

Tourism has become a component of regional development strategy in developing countries. However, tourism alone does not guarantee some targets of economic development. This study deals with the elaboration of Lewis-Ranis-Fei models of dual economies to explain the role of tourism and agriculture on generating economic growth. Kuznets theory of growth 'suggest that changing economic structure is the most important way of selfsustained economic growth. Base on this theoretical point of view, the objectives of this study was to investigate the effects of tourism and agriculture sector on employment elasticity, the income distribution inequality and the community welfare. The Partial-least-Square (PLS) modeling was used for assessing the causal relationship among variables, primarily on the problem of estimation and statistical inference. The results of this study showed that the growth of dual economy between tourism sub-sector and agriculture sector has positive effects on sectoral employment elasticity, negative effects on income distribution inequality and positive effects on the community welfare. In addition, sectoral employment elasticity has a negative effect on income distribution inequality and a positive effect on the community welfare. Income distribution inequality has a positive effect on the community welfare. Base on empirical evidence, the growth of dual economy between tourism sub-sector and agriculture sector in Bali Province significantly increasing the welfare community both directly and indirectly through creating additional new employment and improving income distribution in society. The results of this study could be used as a reference for development planning, especially for the regions that have a potential tourism resources in Indonesia.
