Abstract

The development of Japanese language education in Indonesia started in the university level since 1950 when the Universitas Indonesia, majoring in Japanese literature opened, which is then followed by the development of other universities. In Surabaya, number of interest in Japanese language and culture were increased in each year, also many Japanese company that invests in Surabaya. It encourages the emergence of four universities in Surabaya for opening the Japanese majors. This study used educational language theory to explain that human beings can be teachers or students that involved in the learning process. In this case is related to a language, so it can be said learning a language. Learning a language according to Ellis (1986) are the ideas about which language acquisition which is a science through learning, experience and training. This research is a historical. To reconstruct the historical facts, uses the historical method. According to Gilbert J. Garragham (1957: 33) mentions that the methods of historical research is a systematic set of rules and principles to collect historical sources effectively, critically vote and filed a synthesis of the achieved results in the written form. The result is that there has been quite rapid developments in education in Surabaya at the college level in terms of the establishment of Japanese majors. Preceded by Unesa in 1980s opened the Japanese Education Department. Followed by Unitomo that opened Japanese Litterature Department in 1992, and then Untag in 1994, and the last one is Unair in 2006. Each university formed a partnership with Japan-related institutions to improve the quality of education and still produce quality graduates.
