Abstract

Serikat Pekerja PT. PLN adalah sebuah organisasi yang menaungi seluruh karyawan PT PLN (persero) yang tujuan dan fungsinya meliputi pada hubungan industrial antara manajemen dengan karyawan dan merupakan wadah aspirasi bagi setiap karyawan PT. PLN (persero). Serta merupakan bagian dari elemen-elemen yang terkait dalam keberlangsungan kinerja perusahaan. Namun SP PLN juga berperan dalam hal permasalahan yang terkait dengan kebijakan perusahaan,. salah satu nya adalah mengenai ditetapkannya UU No.20 tahun 2002 Tentang Ketenagalistrikan. SP PLN menolak dengan tegas atas ditetapkannya UU tersebut. Karena UU tersebut berpotensi memecah belah (unbundling) kesatuan unit produksi yang ada di dalam PLN dan tujuan akhir nya adalah memprivatisasi PLN. Dalam penelitian ini ditemukan bahwa, Hal tersebut merupakan bagian dari arus liberalisasi yang akan diterapkan pada sektor pelayanan publik dan pemerintah mencoba untuk melepaskan tanggung jawab nya sebagai pengelola utama sektor-sektor strategis, salah satunya di bidang ketenagalistrikan kepada pihak swasta/asing melalui ditetapkannya UU No.20 tahun 2002 tentang Ketenagalistrikan. Hal ini jelas bertentangan dengan UUD 1945 pasal 33, karena pada hakekatnya Negara lah yang harus mengelola aset-aset strategis yang berhubungan dengan kelangsungan hajat hidup orang banyak. In this research found that, This is a part of the liberalization of current to be applied in the public service sector and the government tried to remove his responsibility as the primary manager of strategic sectors, one in the electricity sector to private sector / foreign through the enactment of Law No. .20 in 2002 on Electricity. This is clearly contrary to the 1945 Constitution article 33, the State sought as the one who should manage strategic assets related to the continuity of lives of many people.
