Abstract

Hubungan antara organisasi masyarakat dengan partai politik bersifat saling membutuhkan. Disatu pihak, ormas membutuhkan partai politik sebagai saluran artikulasi kepentingan. Ormas,merupakan kelompok kepentingan institusional yang memiliki struktur organisasi dan visi yang jelas, sehingga system keanggotaannya memungkinkan terjadi artikulasi kepentingan para anggotanya, dan partai politik mampu untuk menyalurkan kepentingan tersebut, khususnya yang berhubungan dengan kekuasaan. Sedangkan partai politik membutuhkan ormas sebagai media untuk menjalankan fungsi-fungsi kepartaiannya. Peran kedua organisasi ini bersifat saling menunjang. Pemuda Pancasila merupakan ormas yang bekerjasama dengan Partai Patriot. Namun, menariknya adalah posisi kedua organisasi ini seperti bapak dan anak. Pimpinan Pemuda Pancasila saat dipimpin oleh Yapto Soeryosoemarno, telah Partai Patriot Pancasila. Partai ini baru didirikan tidak lama setelah Undang-Undang Partai Politik No.2 tahun 1999 disahkan, tepatnya tahun 2001. Sebagai ormas yang sudah berdiri sejak tahun 1959, tentu anggota Pemuda Pancasila sudah tersebar diberbagai jabatan politik tertentu, antara lain Golkar. Apalagi Pemuda Pancasila merupakan ormas yang didirikan oleh militer, sehingga akses partai menuju kekuasaan cukup kuat. Namun, dengan didirikannya partai baru oleh pimpinan organisasinya, Pemuda Pancasila berpotensi mengalami konflik kepentingan pada internal organisasi, apalagi dengan instruksi dalam Mubes ke-7 yang mewajibkan seluruh anggota Pemuda Pancasila untuk mendukung Partai Patriot. Kondisi ini mempengaruhi hubungan Pemuda Pancasila dengan Partai Patriot. Bagaimana interaksi yang terbangun antara Pemuda Pancasila dengan Partai Patriot. Dalam penelitian ini, studi kasus yang diambil adalah Pemilihan Gubernur Jawa Timur 2008 diSurabaya. Pada saat itu, Partai Patriot memegang peran cukup strategis dalam pemenangan. Posisi tawar Partai Patriot cukup tinggi, karena hanya dukungan mereka yang bisa menyelamatkan Pasangan Khofifah dan Mudjiono untuk lolos sebagai calon. Bahkan Partai Patriot juga memberikan dukungan sampai putaran tambahan berakhir. Studi kasus ini, akan memberikan deskripsi bagaimana hubungan politik antara Pemuda Pancasila dengan Partai Patriot berlangsung. Translation: The relationship between community organizations with political parties are mutually need. On one hand, organizations require political parties as channels articulation of interests. This condition affects relationship with Pemuda Pancasila Patriot Party. How interaction wake of Pemuda Pancasila Patriot Party. In this study, case study is taken from East Java Governor Election 2008 diSurabaya. At that time, the Patriot Party holds a strategic role in winnings. Patriot Party's bargaining position is quite high, because the only support those who can save the couple Khofifah and Mudjiono to escape as a candidate. Even the Patriot Party also provides support to round extra end. This case study, will provide a description of how political relations between the Pemuda Pancasila Patriot Party took place.
