Abstract

Indonesia. But in the fact, it has not become a priority of every company in carrying out its activities, so frequent disputes between labor and company. For that reason, the government need to intervene that showned in supervision activity to maintain the prosperity of labors while maintaining the continuity of the company. This research was conduct to describe the efectiveness in supervising which done by related department, that was Sidoarjo’s Department of Social Welfare and Labor. This research was conducted by using descriptive qualitative research method with a technique of determining informants purposively. The data obtained is the result of observation, in depth interview, and documentation. The process of data analysis done by combining primary and secondary data that obtained, and then perform categorization using substantive them prepared, and recognize to do interpretation an conclusion. Then the validity of the data is tested by triangulation data so that the data presented is valid data. The results showed that the effective supervision implemented yet. This can be seen by using two approaches, namely the achievement of the objectives approach and systems approach. Supervision has not been able to achieve its stated goal is to realize the K3 culture. In the system, the supervision conducted is also not effective because the substance of the existing surveillance system is disturbed that affect the success of the overall system.
